EASTERN SHORE OF VIRGINIA RAIL TRAIL
The future ESVA Rail Trail will be a 49-mile walking and biking trail along the historic Eastern Shore railroad corridor. The Trail will connect towns, encourage outdoor recreation and tourism, contribute to economic growth and support a healthier and more prosperous community. It will also connect with the already established 5-mile Southern Tip Bike & Hike Trail that begins at the Eastern Shore National Wildlife Refuge. Because CBES has the oldest, most popular Bike Tour in the region [Between the Waters Bike Tour began in 1993] we recognize the benefits to the Shore from this green infrastructure. CBES STATEMENT REGARDING REZONING/EXPANDING NORTHAMPTON HAMLET
The Public did their civic duty and packed the Public Hearing. [Note: There was seemingly no pretense made by all but one of the Supervisors to consider citizens' comments or the many emails sent nor the 500+ signed petition] Little to no discussion and Supervisor John Coker read the prepared motion and all but one supervisor, Chair Betsy Mapp voted for the zoning. Supervisors Bennett and Smith did not speak. Thoughtful Boards are known to deliberate and wait till the next regular meeting to decide/vote.] Re-zoning at any time is risky and needs to be very carefully considered. It often creates a windfall for owners of lands that are re-zoned. In this case, we are taking land that is zoned for a single house per 20 acres on agricultural land and changing it so that 10 homes will be built on just under 6 acres. By allowing more development or more intensive use of the land, this rezoning will increase the profit potential for the developer. This is why re-zoning should include proffers, or offers from a developer to provide value to the county in return for the extraordinary returns the county is offering by re-zoning. There are no proffers of any kind offered by the applicant. This proposal is troubling for several reasons. First, the developer seeks to expand an existing hamlet to include the new housing development. Our hamlet designation is designed to preserve a number of existing small clusters of housing that were historically “grandfathered” in because they did not fit with surrounding zoning and existing zoning rules. As a designation, it was meant to protect the owners by recognizing their area as a defined community so that any infill development would be consistent with the residential community.
